>>715186745Asgore doesn't have to do anything. His actions, or rather inaction, is the complete opposite of resolve. Real resolve would be to either do what Toriel suggested and free his people as quickly as possible OR just come out and make it clear to everyone that he doesn't want to kill any humans. He instead keeps himself and the rest of the underground in the worst of both worlds; one where he is still responsible for the deaths of innocent humans, but is still actively keeping his people trapped in the underground indefinitely.
Toriel was committed to not killing any humans no matter what, while Asgore couldn't. Toriel was committed to potentially letting her people down to the point where in most outcomes, they revolt and overthrow her, while Asgore was too afraid of facing that possible reality himself. He is still a good person put in a bad situation, but make no mistake, it's a bad situation that HE is keeping himself and every other monster in and no one else.
