Digimon won't just evolve randomly, there is usually a theme going on with their evolution paths, so an aquatic digimon will evolve into aquatic or water/ice related digimon.

Some digimon have an obvious evolution line that stands out above the other evolution lines, like agumon evolving into greymon rather than meramon (agumon can evolve into meramon because of their shared fire attribute, so is not completely out of place).

I mean, in a lot of Digimon media, the theme is very loose or nonexistant, but yes, IDEALLY evolution trees have some kind of visual or thematic connection.

Bandai has really put a lot of effort into this with recent Digimon designs: Not only do they tend to harken back to 90s style Digimon aeshetics, but they're often designed with intentional cues to multiple existing digimon that could serve as evos and prevos, often ones that haven't been used much or have always been missing obvious evolutionary relatives

Loose connections they might be, but they're still present and consistent throughout the games. In Digimon Story the Bug Digimon are always next to Plants, Holy Digimon are paired with Birds, etc. And the World games bunch them into thematically appropriate groups as well. Obviously there's some leaps of logic for the sake of gameplay, but to act like it's just fish in a barrel is disingenuous.
