Troika was made of a lot of creative people that themselves weren't good at games and couldn't tell you what people liked about games.
VTMB devolving into the worst shooter of the year, despite all the appeal being the dialog trees is another example. No one that liked what was good about the game wanted more shooting segments, but the devs made sure to cram them in.
