This is fairly trivial for current models but it does, by definition, introduce input lag compared to running the game at the native resolution it was upscaled *FROM*.
On the other hand, upscaling can dramatically increase performance compared to running it natively at the resolution it's being upscaled *TO*, to the point that if this effect is pronounced enough the input lag of running the game through an upscaler could theoratically be less laggy than running the game at the native resolution it's being upscaled *TO*.
Not that any of this shit would matter in Space Marine 2 anyways, since the animations themselves already have a delay which is an order of magnitude greater than what would be perceivable either through a laggy upscaler or running the game at a low framerate
