If that were the case, they should have maintained a strong central narrative from the start. In this scenario, they would maintain positive control over the narrative and what was and was not said to the news media. This way it would help protect against an over embellished news narrative.
Instead in this scenario where there is no list, the news ran with it, Trump preached it and how he was going to expose everyone. He played into the hype to help stick himself in office.
Now back in the real, all of that still happened EXCEPT the part where they were suppose to control the narrative and keep things in line. All it takes is the rumor to get hyped into the stratosphere by Trump, and they lost control.
At this point Trump would be the only one who could possible ly rescind this, except he tried and it aint working
