At no point does the game teach you that spinning models around in the inventory screen is even possible, and there is no reason to attempt it before this moment. In fact, bethesda being lazy cunts, most people would not expect them to have put in the effort to make it possible and might assume they're seeing a static PNG of an item.
At no point after this puzzle is the mechanic utilized again with a different item. Only the claws.
This is objectively bad game design.
