You couldnt emulate shit, the japanese games came to consoles first and the ports were terrible, you couldnt play zelda, and all you had was fall out planescape runescape and rts games
Pc was worth playing on back then but not as your sole or primary platform. Times have changed since then, now everything is multiplat and plays better on pc and the new nintendo games suck.

The quality of games will never be topped yes but the hardware is pretty shit from the early 90s to the late 90s

Starcraft
Diablo II
Red Alert
Ragnarok Online
Neopets
Everything else were on consoles. And those consoles had TONS of exclusives that never made it to PC.

You were an outcast if you didn't own a Nintendo or PS1
You instead had Doom, Simcity, Quake, Command and Conquer, Red Alert, Diablo 1, Warcraft 2, some jank DOS games, Duke Nukem, Commander Keen
Then in the late 90s you had Half Life, Starcraft, Diablo 2 and by turn of the new millennium you had CS, Red Alert 2, Diablo 2 LOD, Brood War, Unreal Tournament and all of those Star Wars games
The late 90s essentially defined and saved 90s PC gaming
