Those are gifts. you give them to your student, they level up their bond with you and increase their skills.
Certain students have a special item that can be level up after they reach bond 20, Nonomi for example will ask you for 4 Cherry-Rose lip gloss to level up her item, it's also her favorite item, Neru will ask you for 4 Coke-Bottle Glasses IIRC.
If you don't want anything specifc, buy some of those gifts and save them for the student you like, certain students like certain gifts more than others.

The banner immediately after the current one ends is the ACTUAL BlueFes, with 2x rates. You want to blow your load there.
I would personally recommend you do not blow any resources on trying to get Seia. She will come around again. Instead, go all in on the Swimsui Hanako banner on BlueFes. She is by far the most broken unit in the game. The fact she exists invalidates every other Purple damage character. The fact she is pure sex is also nice.

Of course, this is a gacha. If you just want to pull for cute girls, that's on you. This is just advice from someone who's been playing for a few years. Sometimes, the dick demands you pull.

There are 3 tiers of rarity(not the number of stars)

>Normal
Normal tier means they can be pulled from any banner. So long as you pull a purple envelope, it could be there.
Limited means they can only come from their banners, you cannot be "spooked" by them.
BlueFes are similar to Limited but you can get them from any BlueFes banner. For example, regardless of whether you roll for the Rio, Neru or Swimsuit Hanako banners, you can get get any of the three. Or you can get Mika, Wakamo, Dress Hina, Swimsuit Hoshino, Armor Hoshino or any previous BlueFes unit.
Limiteds always rerun, so even if you miss Seia now, her rerun will be in a year's time, give or take. The only characters you can absolutely miss, 100% FOMO are collabs. You can never have Hatsune Miku or the Raildex girls, but other than that nothing is truly missable forever.

The tasks just unlock the ability to claim rewards over that week, after that you can take as long as you want to complete them. The contributions are counted even when you can't claim them yet and until you claim all of them it'll be there. Those are legacy tasks that used to be timed (something like amonth) but then added as permanent. If a new one comes around you'll see an expiration date at the bottom, if it's not there, the tasks are permanent.
As for the recruitment tickets, the only ones that are timed are the ones you get by participating in Grand Assault. They're stored separately and last roughly 1.5 months, the game will notify you when one is about to expire. Regular recruitment tickets and pyros don't have a time limit.
