Actually, if you look closely at the eagle insignia on the German uniforms, they are all censored. The only swastikas in the uncensored version of the game are on swastika flags around set piece locations.
Also, those uniforms were so retarded. They are called "Gestapo soldiers" in game, so they are meant to have SS uniforms, but the iconic black SS uniforms became super rare during the war, there being only a few photos of a couple of pencil pushers and SS Fuss-Standarte weekend warriors still occasionally wearing them.
They should be wearing grey SS uniforms with the appropriate sleeve eagles, which means the devs could have avoided the obviously censored iron cross arm bands. They also wouldn't have had to censor the collar tabs by replacing them with army-style litzen, because Gestapo didn't wear runic tabs since those were exclusive to the Waffen-SS.
