Misaka and Misaki's brains physically cannot accept something like magic that flies in the face of their understanding of the world as easily as level 0's like Touma and Hamazura. RPG. Mainly science side. You could start as a level 1 freshman or even a level 0 (to have a hook for a level upper incident) that slowly descends in the dark side, either willingly or because some higher up covered you, but has some dirty jobs to do. Your esper power should be custom or be chosen via a questionnaire atthe character creation. There has to be an 99% unwinnable fight against an established level 5 in the middle of the story. At the very end the magic side gets involved and you have to do some final quest with the level 5 you've befriended or with Touma. It really writes itself.
