Depends if you follow some minmax guide or not. If you don't then leveling is fun and even if you don't farming endgame gear is fun (until you have it and quit)

I don't want to exploit or cheat. This is my first playthrough. Currently arrived at Burrwitch and the game is.... ehhhh. It exists. Gameplay is typical. Graphics are nothing to write home about. Story is pretty barebones. I don't get why ARPG fans praise it to high heavens.

Bro I promise it gets good after you finish the game twice. Normal mode is dogshit, elite mode is dogshit but if you suffer through it and unlock ultimate after 50 hours then I promise the game gets good.

even if you stick with it you'll keep spamming the same 3 abilities with every level up allowing you to do 1% more damage with them until you hit a wall that causes you to respec or grind some hyper specific gear for that wall

Never. It is dogshit for nostalgiafags and I say that as a 30+ gamer that loved Diablo. Any Hades clone out there is way better than Grim Dawn. So if you just like killing monsters and bosses, better play one of those. The game is insultingly bare bones even for a ARPG.

Always early on for me. I tend to mostly do Normal runs then fizzle out except for a few 'mains' over the years. You'll get so many items for other builds that seem cool to try.

It depends. If you play ARPGs to make a build and then play it and see how it does and improve it, it'll start being fun after the initial levels, around the time you go to kill the warden. If you play ARPGs by looking up a guide and following that to the letter, you'll probably never like it or any non-online ARPG because the only pro to that kind of "gameplay" is showing off the gear and shit you farmed.

What sets this apart from other Diablo clones?

Furthest I got in this snoozefest was start of the first dlc and only because I was listening to podcasts while playing it.
It is insanely boring no matter if I do a melee build, ranged build, minion build, it doesn't matter, the game is boring the whole way through.
afaik the harder difficulties aren't even anything special, just enemies doing more damage and your resistances being lowered by default.
It's the gaming equivalent of a lobotomy.

Soldier for Death Knight and nigh-immortality with vitality builds
Shaman for 2hander builds, with some support for pets with the totems and little tornadoes
Nightblade for cold builds

Necromancer has some good options.

I end up coming back to Grim Dawn more than other ARPGs I've played because it's pretty good with how all the class combinations can be viable to some extent as all the gear in the game can support SOME type of build with them. Likewise how Monster Infrequents and double rare greens ensure that most of the loot table is being used and the game doesn't become a Diablo 3 or Borderlands 3 problem where only the highest rarity gear is even considered for builds at all. The core gameplay is good enough that making all the builds and leveling them is enjoyable enough that I've got 6 different max level characters and they al reasonable play differently from each other.

I don't know what to tell you, I just like the game and come back to it as a kind of comfort game.

The story/setting is actually surprisingly unique with all the different factions.
Other than that, there is a dual class system, where you pick 2 out of 9 different classes which turn into a new one, which all play differently. That's 36 unique character classes.

Absolutely abysmal early on in terms of actual ranged attacks. One of the easiest to level in terms of spells.

Numerically shit at first (ESPECIALLY Fire Strike), but improves hand over fist as you progress.
Ranged weapons are kinda weird in that the game is heavily biased towards melee or spellcasting and as such, ranged doesn't really exist at low-level.

Celestial super bosses on ultimate, though I would argue that they are very challenging even on normal.
There's a massive jump in difficulty if you try to fight them unprepared, even on normal.
It's still the best Diablo clone if you want to play solo and not interact with other players.
