For first time leveling yeah you just go through each zone using one of the OP ultimate weapons they give you for free. You feed it the weapons you get while leveling to increase it's level to your current zone.

My suggestion is, just keep playing it till you reach your "breakthrough" moments. I'm sure you could watch some youtube vids explaining where you need to go and what you need to do, but you could also just fuck around with the game and stumble into the good shit.

Some suggestions: Build up and max enhance 'The Last Dagger', build Serena, make sure you are in the air when you use her buff ability, do void erosions and.... there's probably some other shit I could say that would help but I am forgetting right now.

But the Last Dagger and Serena are the current meta. Restored Relic seems to be the best room clearing weapon as well, I'd invest into that.

I think the game went through multiple designs and they basically just went full kitchen sink at the end because they didn't want to waste the money they spent on assets, which is something that happens more often than one might think, and so it was meant to be a 'truer' looter shooter at first, which is why they even bothered adding so many mods for all the guns, but then you look at the numbers and you wonder if they even tried to do the maths at all

in that sense, it's probably intentional for legendary gear to completely overshadow everything else, and it's also a reason why they never bothered balancing the non legendary guns or even ever added more of them to the game

it's also just easier to use legendary guns as the stairs to get the players in the hamster wheel, it's a pretty 'organic' way to inflate the average hours played (if boring and shitty, who the fuck enjoys spamming those missions with the stealth bitch ad vitam for hours on end?)
the fact that you need to do many times, with many different elements, then the mods, then the levels themselves, it's disassembling the grind in different steps to try to convince you that it doesn't take as much investment from you as you might think
compare that to diablo/borderlands where you'll just play the game and happen to drop something cool they can use, but this means you need a lot of game that players want to get through; and then go through again and again

It is not altogether unusual for a game to have a bunch of fodder gear and to have a few set "legendary" items that are the cream of the crop and getting those particular items takes a bit more effort than the random garbage you are handed by the game.

TFD's "looter shooter" setup is similar to Borderlands where, technically, yes, there are like 300+ guns, but there's really about 30 or so legendaries that outshine the rest and you want to get your hands of those and reroll them and mod them to be the best they can be.

I don't think this is a bad setup. It's worked in other games (it's probably actually the standard way most games treat loot), but if you did want any and every gun to be usable and viable then yeah, you'd be disappointed.

The main story on launch was pretty bad. The devs know that and that, that's why they are going to let people skip it soon. But the character story mission are well done.

The devs were an inde dev team working on TFD. They were purchased by Nexon mid development. Nexon pai their salaries but really didn't invest heavily into the team at all. Then TFD comes out and makes $100,000,000 in the first month. Literally on par that month with games like Madden and Football Manager.

Nexon got their money back 10 fold on production costs in the first month. They started investing in the dev team after this and after new equipment and hireling new staff we are finally seeing the benefits of the investment in Season 3.

The necks look too long because you'll notice everyone is wearing giga massive collars or whatever around their necks since the base outfits are designed to be scifi. Since the bikini and other revealing outfits don't adjust the skeleton, the stretched out necks remain the same. It's the same thing how whenever you wear power armor in Fallout 4, what's happening underneath is that the player model's limbs get stretched out to accomodate the PA skeleton.
