This might be the biggest discrepancy I've seen in a sandbox game or a mission based game in general.

I think JC2 is a fun game too, so what the heck happened? I'm trying to think of a comparison as crazy, like playing Vice City, unlocking the second island, then refusing to play story missions.

Because achievements were added in years after the game originally came out so most people who played it on Steam at launch completed it without achievements.

Mission 3 (of 7) wasn't very interesting and the game is utterly stuffed with side content, faction missions, etc.

The game opens up a lot after mission 2, you need to accrue chaos points to unlock later missions. I got three open world achievements in between the two missions and it took you 18 months to complete mission 3, for example.

I had it on the 360, and I don't think I even made it that far. I just started messing around, and at some point I managed to get a car into a fucking radar dish or something. Never actually did quest stuff, played for a few hours and then never touched it again. Not that I disliked it, but it was more of a one-off curiosity that I tried when I bought a whole bunch of games at once, and then forgot it existed because I was wrapped up in other games.

Every single. GTA. I check out cars, do bad stuff to attract cops and make it into a mad chase. Killed like 50 cops in a gta1 streak once. Never did a single mission.
