100% Paragon Shephard is canon and he would never choose Control. Even though Synthesis makes the most sense, Paragon Shephard is so against the Reapers that he's willing to destroy the ones within the Mass Effect's reach and face the ones outside of it again.

Control and Synthesis are too perfect for a sequel to happen, even if the relays are still destroyed in each ending. Control even shows them being rebuilt.
