It was a test to test whether students were actually able to read the assigned texts in the courses, turns out they were either guessing the meaning of whatever they were reading, skipped sections they didn't understand or generally were unable to understand that it was a long way of saying that London is muddy shithole.
If someone asked you to do this on the spot even proficient english native readers might struggle, however those are college majors that were given all the necessary tools to complete the task.
There's also the fact that to understand the text you need to have some general and specific knowledge about the period of time when the text was written, if people lack that they couldn't possibly understand the biblical references and so on.

I'm Euro ESL and I'd say that this text just describes a very muddy environment. Not to boast but I've always been one of the best, if not the best, in my English class no matter the school and the "and it would not be wonderful..." makes me feel... weird. I understand that it's a poetic, not every-day way to express something and I've never been taught such stuff.
But to think that native English speakers could struggle with their own native language like that just goes to show how the jews won in the West. Just consoom the tiktok, just look up a guide on how to play the game, just follow the meta builds, just play the current fotm until a new one comes out. That's why the gaming industry sucks.
