Northern Europe already solved this but having a deposit on cans and bottles, you basically just "rent" the can or bottle for a small fee and when you return it, get your money back.

This is still somewhat an issue though even with the return reward, some people still do it, I imagine it's even worse in places they don't have this. However glass is still better in this case because it's not toxic and it breaks easily, which isn't the case for cans and plastic bottles. Both have plastics in them, plastic bottles with directly hurt anyone but cans will. Very often you hear about livestock dying because they ingested from and aluminum can. Wildlife can step on them and have them stuck on their legs until they die.
