It is exhaggerated, but the game is supposed to be just a huge lore dump on the player (hence the name, disco = learning, elysium = everything), who then is supposed to digest and react according to who they want their Harry to be
In real life some bumfuck district wouldn't have so much interest and personalities going around, but it's trying to fit the world's history into basically a small neighbourhood, of course it will be saturated

Subtle propaganda is more effective anyway. Overt messaging just gets laughed off or breeds resistance. dripfeed it through character writing and moral ambiguity, let people come to the "correct" conclusions on their own. That way they don't even realize they've been re-educated.
