Because he's a fun character, and none of those three things are treated as insurmountable burdens on which he's constantly opining.
Sure, in Meet the Demoman, he remarks on it. He says it's all made his life different, that he doesn't have many people to relate to. But he's still living a vibrant life that's just as wacky and vibrant as all the other characters. He never breaks the tone to make a bitter remark about losing his eye, or growing up Black in Scotland (He's actually a minor noble, and his parents always pushed him to be a comically high achiever.) He's not even a gritty alcoholic whose life is being ruined by booze. He's just fun.
He couldn't just be White, but he's a person first, not a Black person. It colors his backstory and personality, it doesn't define them, and it certainly isn't the totality of either. It's the same for all of Valve's Black characters.

There are still games being released today that have good quality Black characters in them. People liked Marcus from Watch Dogs 2. I remember seeing anons saying he was the only reasonable, rational character in the whole fucking game. I saw people praising Infernus in the Deadlock threads, and that game's probably never even going to be finished.

Aside from a marginal group who've learned to screech at anything with a Black or gay character in it, the vast majority of the people who complain about "wokeness" are just reacting to really fucking bad, pandering, tokenistic writing that retards in high places think is "redemptive." When that doesn't exist, such as in games like Disco Elysium or Baldur's Gate 3 or Kingdom Come: Deliverance II, the backlash doesn't happen, not to nearly the same degree. Hell, anytime there's a thread about Debra Wilson's numerous appearances in video games, the prevailing statement is that "She's been a quality VO for a long time, she's just playing the game smartly and taking roles others are too proud for. She's not the problem, just a savvy woman taking advantage of it."

There are plenty of post-election-tourism examples. It's not a culture of automatic contrarianism against things that are "Actually, good, actually, you're just a bigot." It's contrarianism against legitimate garbage that tries to shield itself from criticism with progressive talking points and minority characters.

You'll see a few retards bitching and moaning about anything.

I've been here for 15 years. I remember when threads used to get derailed with horrible furry shock comics about school shooters and fatal vore. I was here when the guy found wasp-infected spiders in his Wii U on Christmas. I was here when Vidya Husbando threads were still a thing. And I was here when you could still actually discuss video games.

And of course, I was here for GamerGate. I watched it turn from "This is proof the whole industry goes as five publications go. You only need to convince five people to promote your product and every outlet follows suit." to "This woman is a talentless whore who should be punished for muscling in on our MASCULINE hobby."
