And rubber bullets despite their non lethal nature still pack a punch, they're designed to subdue rioters as in to leave them incapacitated and squirming on the ground, so no wonder Saejima didn't notice a thing.

Mostly due to the lack of impact it actually causes on the story overall. You have this country wide conspiracy and local Jason Vorhees who's apparently murdered hundreds over this secret but once it's revealed all you get is "The consequences of this will be severe" and it's swiftly forgotten as a background prop. They could have shown some public unrest or some protests happening on TV to show just how fucked up everything is but nothing ever happens.

Mirror Face wasn't that bad, it was less of a plot twist but more so "Remember this goofy side-plot character? We brought him for the finale for giggles". In the overarching narrative he is still not that important.
They could've easily written around him just by continuing to depict Tendou as a wild card instead making him into a clear-cut villain, and just convinced him to join Ichiban's side after the fight, but they didn't because they wanted to bring up the joke character.

Because they made a brand new engine for the game, redid basically everything including the basics, and didn't do a Kenzan or Ishin prior to releasing it. They also have low budgets so voicing everything likely caused major issues on that front on top of it all.

Best and most varied maps, best cast with the most interesting and distinct fighting styles, Haruka idol minigame for fags such as myself, Baseball minigame for dudebros
It really has something for everyone, provided you played everything up to that point and know whats going on. Real shame 6 just said fuck it and threw that all away, opting for slightly better graphics but with much worse combat. Don't even get me started on the RPG garbage that followed
