It's not that it's literally Rick and Morty, it's that it's the same thing Rick and Morty is. No it's not. I come across it every 2 games. Unless you play with shit luck 24/7 but those juicy eye shots are worth the blue box. Another reference is Dogmeat being based on a Boy in His Dog. You can get him as a companion if you wear the Mad Max jacket and then while in Junktown discover that Bobs Iguana bits is made out of people. You probably just don't get the references of Fallout 1 because its not something everyone knows like Star Wars.

Sorry but now it's obvious you have never played either game.
First of all, not all random encounters are the same. Without high luck it's unlikely that you'll see many of the rarest ones, like Tardis or the UFO.
Secondly, Fallout (1) is such a small game that unlike Fallout 2 it's very hard to be on the road so much that you unlock most if not all of the random encounters. Equating them in random encounters (both the funny ones and the combat filter) is pure nonsense.

That's pretty easy considering you can go to the the Boneyard by caravan guard job. Are you sure you weren't thinking about the Military Base? Even so, it isn't that much time spent traveling so unless you have maxed out Luck every single time is very hard for me to believe that you always get the Tardis encounter.

Sort of.
There are some relatively rare areas where having boots (one 100% durability "worn" and maybe one extra to spare) will make traversing a place (or getting good loot) easier.
