First of all, not all random encounters are the same. Without high luck it's unlikely that you'll see many of the rarest ones, like Tardis or the UFO.
Secondly, Fallout (1) is such a small game that unlike Fallout 2 it's very hard to be on the road so much that you unlock most if not all of the random encounters. Equating them in random encounters (both the funny ones and the combat filter) is pure nonsense.

That's pretty easy considering you can go to the the Boneyard by caravan guard job. Are you sure you weren't thinking about the Military Base?
