Not a single character but the entire cast. Every part of the story worked against the game itself.
I really enjoyed the concept and gameplay, but story has characters that immediately sign up to a mailing list against your consent, unionise you, try to get you fired, lock you into an unskippable chat between shifts and pretend they were actually doing anything when I could have cleared my debt without hearing a single word.

Is humanity ready /v/? Ready to accept that New Vegas really over-played the "gruff voiced warrior philosopher with a mask" - thing? I get they wanted bad guys who could be threatening in both combat and in the in-game conversations. And they probably masked them so they didn't have to animate their lip-sync.

But it became over-played. Look how many of their bad-guys worked this way: Legate Lanius, Ulysses, Joshua Graham. Depending on how you want to stretch things, Mr House and Father Elijah.

It crosses a line into laziness. They couldn't be bothered to come up with more interesting ideas for villains. So they kept recycling the same one.
