Cartridges, not bullets OP. Bullets are the projectile only. Cartridges are the case+primer+powder+bullet.

There was an ancient mod for CSS that did this. It actually did a lot for the tactical side of the game. Dovetailed nicely with the old mechanics where you'd buy ammo seperately. Forced a lot of pistol work at the end of rounds. People hated it, though, so Valve went all in on shoot-crouch AK and quick-switch AWP instead.

There are games that do this, but many games are not actually simulations and prioritize gameplay over realism.

Why do you have to throw away the old mag? You should be allowed to keep it in exchange for a slower reload, and the chance that you might confuse which mags are full and accidentally load the half-empty one, getting yourself killed. You should also be able to invoke your OCD skill to take out the mag and peek into it to be sure. If you get a quiet moment you could even consolidate your half-full mags one bullet at a time.

The first rainbow six did all this, except for the peeking into magazines part. Consolidating your magazines took like 40 seconds and made a ton of noise if I remember correctly.

Games on the more simulation end of the spectrum like swat or rainbow six tend to do this.
Weirdly enlisted does this. If you are a compulsive reloader it might say you have 30 rounds but they are spread out across 5 different mags.
