It's the original dev. You can fire up old LF2 and it says it was made by Marti and Starsky Wong, probably some Honkongese because the game also features a map after some Hong Kong university.
It's only one of the brothers though and he tried to cash in on LF multiple times. He updated LF2 to include ads and shill his LF browser game. He made a failed Little Fighter MMO.
He also shilled his LF2 NFTs a couple of years ago pretending the shitty ai art was for a sequel/remaster.

He doesn't make it easy for one to think his remaster is a genuine effort. it basically uses the same menus of the original game. The gameplay seems to be the exact same.
The sprites don't look better and the portraits are clearly ai. It's not much more than a mod. Maybe he changed the netcode or something
