This wouldn't really be difficult. Just pick a game that you wouldn't normally associate with anime, and then retrofit it to have cute anime girls. XCOM, make an XCOM game where your troops are all cute anime girls. Bam. Ace Combat, make Project Wingman except your wingmen/plane pilots are all cute anime girls. Bam. Total War except every general and agent is a cute anime girl.
The part of these games that always secures people is the cutesy demi-dating-sim shit on the backend, you have to integrate it with the actual game though. Force people to play the game to get to the cutesy shit.
