Yeah, it doesn't surprise me. Kyoto has been crazily invaded by tourists. It's still a very large income for the city, but that's where the japanese conformism gets extremely retarded.
Like the bin issue: they just slap a couple of trash bins, empty them once a day and call it a victory. Then, inevitably, the trash cans are pilling up quickly, with trash being set on the ground too (because no one wants to carry some trash all days, and a lot of konbinis have started to straight up refuse people (gaijins) wanting to throw their trash).
Meanwhile, in Taiwan, what they do: put huge bins at the entrances of the food markets, with one or two persons to help the people throw their stuff (and making sure it stays inside the bin).
Meanwhile, Japanese people LOVE to blame "overtourism" (even though a large potion of the tourists are... japanese), often saying it needs to stop (even though the tourism income for a city like Kyoto is absolutely non negligible). But no, they don't use their brain, they are robots.

Up until a century ago, the japanese used to discriminate against their own people, not based on race, but based on buddhism's (arbitrary) take on "impureness" (see burakumin/kegare).
