I say in terms of the number of choices NV and F4 are about on the same level but NV just has a much better overall quality of quests (which does not make F4 bad). Even the universally hated quest with the kids in the fridge in Fallout 4 has like 6 different endings depending on your choice, which is unheard of for previous Bethesda games. And many of the Fallout 4 quests have more consequences than the NV ones, that's one of the things that Bethesda really did well
