The abundance of large, open levels and windows means that, at least on a first playthrough, the pace of the game is slowed down dramatically. Whereas the first game was very fast and free flowing where you went from room-to-room mostly meleeing opponents, the second game has you playing far more cautiously and carefully until you memorize the levels. It's not what people who loved the first game wanted from a sequel and, frankly, it's just not as fun.

A convoluted story that jumps around across time and across multiple characters, including unreliable narration and secret plot points just isn't what a game like Hotline Miami needs. Most people played the first game completely oblivious to the deeper plot involving the 50 Blessings - they played it for the fast, frantic gameplay and just attributed what little plot there was to a character who was crazy and/or fucked up on drugs. That's as far as it needed to go. Doubling down on the "plot" in HM2 was a risky way to go considering that's just not why people were playing the game to begin with.
