Dr. Gero left behind a secret computer to continue studying Goku's abilities and develop new technologies to kill him (a recycled plot from the Android 13 movie).

This computer began to self replicate, or something like that and eventually evolved into an AI network similar to Skynet / The Patriots, with the sole purpose of killing Goku. The game doesn’t go into much detail, but Android 21 mentions that, although she was created to lead the current operation, even she doesn’t know how many automated secret bases exist around the world.

Android 21 was created using samples of Majin Boo, but the majin cells makes her unstable and corrupt. The computers also created a clone army of the other characters including Frieza, Cell and even Kid Buu. However, Kid Boo clone is too chaotic to be controled and often attacks the other clones. It seems Dr. Gero’s technology has trouble understanding majin magic.

I hate to set the barometer for you, but just being something visually distinct and cute is not enough to be worthy of repute in the dragon ball franchise, no matter how much the petty few /v/tards and /a/goons repost the same 6 or 7 images of their waifus.

The reason 21 completely annihilated all other waifus is because Toriyama actually went the full distance with carving out her lore and identity most likely before he even finalized her design. The fact that Dr. Gero's hate for Goku was so damn extreme that he dominates all RR discussion with the concept of androids not only made his wife an inevitability given he had done the same with his son in 16, but the fact that everything about 21 is a literal microcosm of how the franchise handles villainy, general db lore and the idea of what RR constitutes all in one character pretty much made it impossible for any female villain design to top 21. It's literally why Dr. Arinsu was a flavor of the month flash in the pan while 21 still has popularity rivalling Broly.

The people that think that vore is the only reason she's popular completely lose sight of the fact that she's the only female villain who doesn't want to either indirectly contend with the heroes and came closest to winning outright from the start compared to all others just on the sheer magnitude of the whole opening first steps of her plan succeeding too well without any interruption. If it wasn't for Zamasu's existence in the lore, she would have literally been the most successful villain in the entire franchise.

More important than most people think. Dragon ball only works because you care about the characters, you like them and want to see how they interact with each other and with new rivals and villains. Vomi and 21 have enough defined personalities and traits, but still enough open wiggle room, that they can fill new roles and open up new plots and character arcs with a lot of the cast.

You guys forgot about the fact that gero has multiple hidden labs around the world.
Cell wasn't just hidden below the original lab, but the point behind Android 13 was that there was still hidden labs that operated independently/autonomously. This stacked on top of cell pointing out that there were tiny remote/ scouting drones monitoring data and collecting samples made it so the threat of future androids beyond cell was never at a 0%.

Hell, if Super Hero proved anything, it was that even RRA is still around and wasn't completely destroyed, so Vomi's existence in some capacity, even as a brain in a tank or a container of genetic material is still a plausible threat that could emerge in the future given something like Cell was completely in spite of gero being long dead. All it takes is one of those monitor insects collecting a scrap of buu like Dr. Arinsu did and 21 is pretty much guaranteed.
