I hate to set the barometer for you, but just being something visually distinct and cute is not enough to be worthy of repute in the dragon ball franchise, no matter how much the petty few /v/tards and /a/goons repost the same 6 or 7 images of their waifus.
The reason 21 completely annihilated all other waifus is because Toriyama actually went the full distance with carving out her lore and identity most likely before he even finalized her design. The fact that Dr. Gero's hate for Goku was so damn extreme that he dominates all RR discussion with the concept of androids not only made his wife an inevitability given he had done the same with his son in 16, but the fact that everything about 21 is a literal microcosm of how the franchise handles villainy, general db lore and the idea of what RR constitutes all in one character pretty much made it impossible for any female villain design to top 21. It's literally why Dr. Arinsu was a flavor of the month flash in the pan while 21 still has popularity rivalling Broly.
The people that think that vore is the only reason she's popular completely lose sight of the fact that she's the only female villain who doesn't want to either indirectly contend with the heroes and came closest to winning outright from the start compared to all others just on the sheer magnitude of the whole opening first steps of her plan succeeding too well without any interruption. If it wasn't for Zamasu's existence in the lore, she would have literally been the most successful villain in the entire franchise.
