One writer wrote an anti-racism story, where the good outcome is that rejected Roy Phillips moves into Tenpenny tower and everyone lives happily ever after. Moral of the story= Racism bad. After that point, much later in development is where another developer stepped in and made it so Roy Phillips kills all the residents of Tenpenny. It was accepted because, funny, wacky, crazy, lol, I can shoot an atomic bomb at giant roaches, it just works. Thought wasn't put into how this would read as a political statement against immigration or forced racial integration. I don't think Bethesda really has the capacity or intention of making those kind of complex moral grey areas after seeing how hamfisted the Railroad was handled in Fallout 4.
