Limited space on the cartridge. At time the meta was to use prerendered backgrounds and play FMVs, even games that had a hybrid 3D system like Xenogears still took advantage of the CD technology. JRPGs were also expected to look really good, be a spectacle during combat, and there was simply no way for the N64 to render those detailed characters with high resolution sharp textures.
It's cool how up until the 7th gen the hardware design guided game design and lead to distinct libraries of games. Nowadays everything is an over the shoulder action adventure/shooter that plays the same and runs on all the current machines.

I left out JRPGs because it's for the most part menuing but PS1 had a wide variety of games with different styles of gameplay. All of these are still very playable today. By comparison N64 had Bing Bing Wahoo, a kart racer, Goldeneye and OoT. OoT is very cool and would have been worth owning the console for alone but that's one game vs a fuckhuge library.

The n64 port of RE2 is better than the PS1 version with the sole exception that it has slightly more compressed audio.
It runs better, looks better, and has both scenarios on the single cart.

That said the GameCube version is the best way to play the original game
