Definitely feels like it these days. There was a period were the extra content was fun and kept you engaged but now some games have so much fluff it's annoying and is usually used to pad out a game instead of being genuine side content. There should be a fine balance, all good things in moderation.

Funnily enough, a game can also have too much 'good' content. If you stack a game too much or make it run too long despite it all being what you wanted in the first place, it's going to get old sooner or later. Pacing and temperance are very important.
