As a kid I always thought paper was the best. You can wrap a rock, but you can also wrap scissors closed. They can't snip you if they can't open.
But as an adult I've realised scissors are unbeatable. There is nothing stopping you from having vibroblade double edged scissors that can cut on the open and the close, easily shearing through rock and thwarting any attempts by paper to wrap the scissors closed.
