R* and Warhorse Studios are the only modern teams that know how to make open worlds that actually feel alive & interactive. I'd include Bethesda as TES was good for their time... but they've been carried HARD by mods since then so the jury is still out on if they still have it in them. Based on Starfield, it's not looking good.

Cops canonically won't do shit unless dispatched or personally messed with, it's even addressed in the game

it is quite jarring how close the player needs to get until these little scripted events actually kick in. You can see them from far off with the thugs/NPCs just standing still, but when the player gets close it's like they're given the nod to start acting. Immersion breaking.

that's 40 years old tabletop lore m8, hell it was lifted almost 1:1 from Neuromancer with was written in 1984

street-level crime is rampant and mostly ignored by authorities unless it interferes with corporate agendas, meanwhile corpos are willingly weakening public policing to push expensive private security

none of that has anything to do with the NPC AI being terrible and unreactive. They even made a point of specifically improving the cops AI in a previous patch, but its still poor.

Cops will generally intervene if they witness a murder and will 100% fire back when they get shot, but they won't stop petty crime as a competent police force would contradict the rules of the setting
the fact crime is rampant and largely ignored is a big plot point, it's why there are so many criminal factions controlling different areas of the city with pseudo-military forces policing corpo hotspots

you can trigger a gang-police shootout by hacking a thug and make him go cyberpsycho, his gang members will shoot back which will force nearby police to intervene
I think cops are also more likely to get involved if it's two different gangs shooting at each other while mostly ignoring gang infighting
