That's the idea. Thus why speaking two languages doesn't automatically qualify you as a IRL interpreter.

My assumption at the time was that Ocelot is too busy training the men to be a interpreter and him nagging you to find one was just for gameplay.

Real life isn't just grim greyscaled miserykino all the time, there are gay and comical deaths happening all the time too. It doesn’t quite work that way. Ukraine uses a flexible supply system, and instead of centralized procurement or requests for supplies that are then distributed evenly among all, they allow units to specify what they need at the moment. Some need more drones, others more artillery shells. This system enables “procurement” from the state reserve for more flexible resource allocation, where the initiative comes from the ground up, rather than being dictated from the top down.
