It's implied that Mikan trying so hard to please people means she was easily taken advantage of, like randomly asking if she should get naked at one point assuming that's what Hajime wanted. She also deliberately puts herself in situations to get attention, like when she "trips" and ends up on the floor with her legs spread. She does all of that on purpose.
It's really not surprising since she's one of the most sex oriented characters in the series. She falls asleep wrapped around Hajime and her execution has her naked in a pose that resembles an orgasm. The anime leans into this too very heavily.
That was a lot of words to say, "She is extremely slut coded" but there's an actual answer.
