I think they are cool in different ways, Bowser is more meatheaded and more rad but K Rool is more devious and cartoony, like an evil looney tunes character. Both overestimate themselves but I would say Bowser is better at cashing the checks he writes than K Rool is.
I do think K Rool is my choice though just off the fact his schtick (different occupations every game) is really fun and nearly his whole army is brawny battletoads looking motherfuckers while Bowser mostly employs fairly nonthreatening mooks. Maybe that is a testament to his competence as a leader, not sure.

The guy is undoubtedly tougher but if his characterization is based off him actually speaking in the M&L and paper mario RPGs then he is kind of dumb but in a fun way. Bowser has his minions do much of the brainwork, he never built a robot out of scrap materials.

The same could be said of K. Rool's intelligence. You can't write off the abilities of one character as whatever is necessary for the game without being able to apply that logic to the other.

Secondly Bowser has an entire enemy class dedicated to magic and they are all characterized as nerdy old misers. It is VERY heavily implied that Bowser's magic is their work, as they had been doing it even since he was a small child.
