Here's how it works: we have our own national copyright company that manages Italian IPs, and that's the one thing authorities care about
But there's a catch, we basically get preventively punished because it's assumed that you, as an Italian, WILL pirate shit
So everything that *can* contain stolen data (USB, SSD, phones, whatever) costs a little more here, there's basically a piracy tax and all the money goes to SIAE (the copyright company), which redistributes it to Italian artists
Which is why we basically don't care about foreign copyright
It also means Italians don't even use VPNs, because (unlike countries like Germany or the US) we almost never receive copyright-related letters/C&Ds/fines; as long as you're privately doing it, it's like authorities tolerate it, which is why pretty much EVERYONE over a certain age does pirate something
The one big exception is football + cable TV; if you illegally stream a football match or steal non-free TV, authorities WILL try to catch you
