So rather than just having a mission map with one standalone objective after another, there would be multiple things going on so winning includes prioritizing and executing correctly.

It'd be very easy to make a Superman game if you focus on what Superman does instead of who Superman is. His goal is preserving humanity and saving people. The fail states should be not being defeated in combat, but causing the deaths of innocents or failing to save people overall. But there shouldn't be a "game over" screen if he fails to get a person out in time, instead it should reflect on the game itself and how it plays, leading to different story branches during pivotal moments depending on how well you had played the role of Superman.

2025!Lex is the biggest live-action hater I've ever witnessed, this fucker has been doing a bunch of shit against Supes for the past 3 years, and he has never met him face-to-face until after uploading the video of his parents telling him to follow Shinzo Abe's ideology. The fact that Supes apparently never lost a fight before the movie, and the entire Earth's supply of Kryptonite is gone might imply that Superman might have beaten Lex's schemes with Kryptonite multiple times.
