the entire main story as it was is gone
you wake up in the vault as normal but with no memories and make your character after finding a mirror
the game is now set 50 years after F3 to give the CoA more time to expand out from DC
the children of atom are now the main antagonists and the end-game area will be in the glowing sea where they have a series of bases
they've been wreaking havoc on the entire commonwealth, using irradiated creatures as attack animals and barrels of toxic shit to destroy settlements
main plot involves destroying them while you clean up and rebuild settlements along the way
settlements will actually slowly contribute supplies and armed militia to the effort, with raids back and forth between CoA and Minutemen outposts
eventually, once you've taken back enough territory and armed your militia with high-tier shit (power armor, gatling lasers, etc) you'll launch a huge raid on the Crater of Atom and kill everybody

the railroad and BoS are not present, instead we'll invent a few new factions
Diamond City gets a big expansion, holing more of the metropolitan area and being considered their own faction
raiders gangs are named and expanded
supermutants are gone because duh
bring in far harbor's fishmen mutants plus some new ones; a coastal city like boston needs them
skills are back, fuck the perk tree's incremental upgrades
armor and weapon modifications can stay but we're remodeling pipe guns to look closer to real handmade shit
we'll keep the garbage collection shit but increase the amounts you get from trash by about 5x (ie, 1 tin can is now worth 10 steel, not 2; no i don't give a fuck about realism)
bring back dual wielding, it was in skyrim, why the fuck was it shitcanned

Completely get rid of the main plot and make survival mode a fully implemented part of the game from day 1.
Get rid of Story opening and have you drop from the cryo pod, make character, then get kicked out of vault with no idea how you got there or who you are. Vault self destructs after you leave it so you can never return.
No end game, just fuck around by exploring, looting, and surviving until you feel like you've done enough in that playthrough.

Railroad is entirely composed of synths and they have no idea about where the institute is or how they operate since all of their memories are wiped.
Institute is never revealed, they're a omniscient background threats that attacks and loots like raiders but with far greater efficiency. You can't stop them but if you build your settlements defenses up you can hold them back.
BOS show up but are as incompetent and self destructive as they always are, they're an enemy by default and you're stuck between them and the institute from beginning to end.
Minutemen if fully formed and functioning faction and you never get to lead them but you can trade things you grow/make at your settlements in return for protection.

Probably a big raider/mob faction that's been around a long time. Honestly, just co-opt the triggermen, make only the leadership pre-war ghouls and have them be an actual mob-like faction (focused on extortion, keeping a low profile, etc.).
Flesh Diamond City out better. Way more sidequests there. Have a whole storyline between the revived Minutemen and DC where you can choose from a few ways to deal with them (diplomatic, hostile takeover, annihilation, etc.). The end goal is destroying the CoA so a second large faction to help with supplies would be great.
Then probably some coastal thing, a faction that's been using the Charles River and ocean to move around supplies, keeping a bunch of settlements with makeshift lighthouses around the area.

In an ideal world, I'd love to have a full-on map with all the major factions controlling different territories with alliances and shit. Realistically though, just make it a simple line of "minutemen settlements vs CoA settlements". Once you've taken back X number of settlements, things change. The war keeps getting nastier. Different settlements should have different priority levels for the CoA to recapture should they lose them. Defense values shouldn't affect how likely they are to attack but rather how many guns they bring to do so.

Just keep it to 1H melee and pistols. It was already in Skyrim, just keep it. You could use two melee, one melee one magic, etc. You could go full pirate with a sword in one hand and a pistol in the other.

- Remove the Shaun plotline, its so dogshit.
- Keep the institute and the idea of synths could be anyone, but make it a side quest / faction quest. There being a "boogeyman" in the area is cool and seeing the occasional synth adds mystery.
- Make the synth's more like hidden mini-boss', think elden ring, you kill a dude and oops its actually a big ass rune bear.
- Make settlements actually useful and semi automated from the start.
- Add in a settler menu where you can designate people to jobs or other locations
- Add seasons and seasonal missions to settlements; winter is coming so you need fur, leather and wood to warm people up.
- Add a mainline story reason to have settlements and have them be part of the final act somehow, maybe evil faction starts raiding them
- Add more whimsy, NV was memorable for the bonkers shit they did more than the; its bleak bro shit.
- Power Armor is always end game, so make more varied types of power armor for more styles of play.
- Overhaul the companion system, allow you to level them up and assign perks, so you can build your ultimate friend, that can also complement your play style, exactly as you want it to be
- More interesting map locations, I can only remember like 4 truly cool spots.

Personally I'm a fan of settlement building so I want total control but I know some people enjoy Sim Settlements. I don't really have a way of solving that dilemma. I guess in this alternate timeline we'll just hope that the guys who made Sim Settlements still do so. Or make that the Wasteland Workshop DLC instead of it just being a few conveyors.

I reimagine Fallout 3 and call the game Fallout 34, which is to say the game doubles as Fallout 4 and a remake of Fallout 3 combined, but as a new game. You can start in a vault, in the pit, or as a brotherhood member, you can unlock ghoul start and enclave start. More replayability. There's a lot more stuff going on for the game experience too. Such as new quests after expanding Megaton, and you can actually play constructionist and customize it. You can make decisions on what to do with the atom bomb and the cult of atom, and that changes other people's disposition namely Moira Brown who will frown upon you. You can convince brotherhood of steel to help in construction and expansion, in exchange for the atom bomb for instance, persuading them it's a vaulable asset to use against the enclave. If your radiation gets too high you permanently turn into a ghoul the rest of the playthrough, it's way more expensive to remove rads, and radaway is rare and valuable. All kinds of changes if I were in charge, the goal of making the perfect Fallout game.

A few more survivors thaw out in vault 111. They come with pre-war education and skills, can be useful later on.
The Institute kidnapped multiple adults and children from the vault in the span of several decades. The game starts when remaining pods release their occupants due to some accident or a built-in deadline.
You need to build a settlement in Sanctuary because the vault had zero supplies left and was never supplied with a G.E.C.K. Preston's crew can be allowed to join under the condition they will help with orientation of vault dwellers.
Settlement system is expanded with animal husbandry. No more forced veganism.
Longneck Lukowski's cannery becomes an important piece of infrastructure connected to farming settlements. The Minutemen and the BoS can take over it to help with food preservation and distribution across entire Commonwealth. Alternatively you can spare Lukowski and sell him out to the Triggermen if your character is criminally inclined.
Saugus Ironworks becomes a similar industrial objective.
Coastal settlements can build functional wharfs that offer fast travel, link up workshops and generate profits from trading. It's possible to rival the Bunker Hill's monopoly.
BoS ending doesn't require nuking the Institute. The staff is murdered like scientists in Mariposa (FO1), any useful, non-malicious tech is salvaged, then the place is sealed and flooded for good measure.

I don't think any of the satellites still work after more than 200 years. Part of them would be zapped with EMP from nukes detonated at high altitudes. Others would eventually deorbit and burn on entry into the atmosphere.

Rewrite the entire origin story, as it is boring and unsalvageable in every way. You are the last (known) survivor of a scout team from a nearby town that is being forced to evacuate its people from an inevitable but not especially immediate invasion from the Gunners (more on them later), and you are laying the groundwork for them to re-establish themselves in the Commonwealth.

This ties heavily into the settlement system, which becomes taller rather than wider. The awful building system is scrapped and the number of settlements is cut by at least two thirds. Instead, you will select development plans and options that affect your character build and how you interact with the world. You will be the one to build Diamond City.

Goodneighbor is expanded into a more significant faction, controlling more of the city and playing rival to your expansion in the early and mid game. The Railroad is rolled into the Minutemen, which still control their fort while providing protection to outlying settlements and are far less useless, but still generally in over their heads against the gangs and monsters of the Commonwealth. The BoS is drastically reduced and will not be appearing in force. The Institute is mostly the same, except your visits to them will result from undercover ops around the halfway point; they plan to kill everyone above and there can be no peace with them. The Gunners are an expansionistic and vicious supergang with tons of military equipment due to plundering old military bases, and they are on a steady campaign to brutally conquer and dominate the entire region.

The Institute and Gunners are your primary opposition in the mid and endgame; caught between a rock and a hard place, as it were. You will not be picking which faction wins anymore, because you already have your own. The lesser factions offer missions early and later they can be made into allies, vassals, or just ignored; they can also be wiped out and plundered at any time.

Power armor is really awesome in Fallout 4. The only thing I would change would be making it even more over-powered to make fusion core looting worth the hustle. The armor should have been rare, though.

As far as shit I hated, it's a lot to change. From the pastel buildings to the awful skill system. Everything about this game reeks of mediocrity. Something I liked about Morrowind and Fallout 3 is that those games had never been done before. Full scale immersive open worlds that allowed you to be anyone. Fallout 4 should have scaled it up, like the GTA franchise, or add in gimmicks, like the Zelda franchise. Doing the same game, but removing RPG elements just made Fallout 4 boring. Fable 3 did the exact same thing and it killed Lionhead. If it wasn't for the Microsoft acquisition, I imagine Bethesda would have bankrupted themselves.

the only thing I never liked about fo4 was the institute and its nonsensical motivations. I'd remove all kellogg segments from the game and re-write the institute into a fanatical transhumanist AI-worshiping cyborg cult instead which would make the synths make sense. when you get in they'd immediately reveal that it's been 50 years or whatever and all talk about what a great a job shaun is doing as leader and you'd hear his voice over the loudspeakers giving announcements and see his face speaking on terminals around the complex, but never actually meet him, and the twist at the end would be that he had been integrated into the AI overlord that they all worship because something something pure pre-war brain required, and you could choose to end his suffering or with some skill checks free him and he'd become a companion.

Make power armor more difficult to maintain/harder to find power fusion cores

No retarded looking pipe guns (the makeshift type weapons are cool though)
Build the game around survival mode from the get-go and have a robust system like 76 and don't make it an afterthought
Less emphasis on Minutemen
Let me build a base at least anywhere there's an empty spot (like Starfield did)
Bring back ammo crafting and ammo type selection find a way to integrate with the junk crafting system
Don't personally care about the story it was dogshit but I wasn't playing the game for it. Let Emil write a game where you're looking for your wife's son for all I care just don't do whatever the Frontier people did

fo3 is the rise of ecbos, fo4 is the apex and stagnation of ecbos.

it follows similar cadence as ncr in fo2 and ncr in fonv.....

Add a couple of proper made, pre-war firearms that actually use .38 ammo natively.
I know you can convert quite a few guns to use .38, but it's always shit me that this ubiquitous ammo is used only by guns mainly manufactured after the war.

Completely rework the setting and story to somewhere in the South East part of the US probably FL but still connect the game to Fallout 76

Remove both the Minutemen/Railroad factions and replace them with Responders/Enclave
Move all of the mechanics from Fallout 76 into Fallout 4 MINUS the Atomic Shop and online shit like Fallout 1st etc: but still include OPTIONAL CO-OPERATIVE play or PvP in a session if you are reading this and dislike it then cry about it you fucking spastic retard ..
Bring back Weapon Durability from FO3/NV/76 BUT tweak it so guns don't break after a few minutes of usage and use the same repair system as 76 using materials stored in workshops/C.A.M.P's. I'm thinking of repairing weapons every few hours in game like 3-6 hours of non stop usage would break the gun higher difficulties would make it go below 3 hours etc:

Overhaul Settlement Building so that it functions like C.A.M.P's along with Workshops

Should be reserved for unique weapons, or high-tech ones like the Tesla Cannon, Bozar, Red Glare, SMMG, etc.

You can have rugged utilitarian and cheaply made firearms without making them look like shit, which the F4 pipe guns do but so does every other fucking gun in the game.
