even with dev tools as good as the ps1 it still would've been significantly weaker

EVERY 5th gen console was a nightmare to try and develop on, each in their own ways. Saturn and to a lesser degree N64 just got left on the wayside because there was less cash potential in working through the unique problems of the hardware to get your game to run.

Complex hardware adds friction, development cost and time. Same with Jaguar.
It might be worth to push through it, if there are a lot of consoles sold based on 1st party. But there weren't.
So no motivation for 3rd parties to commit. Hence VN shovel-ware the console.
