It depends on if we are talking campaign or multiplayer.

HCE > H2 > ODST > Reach > H3
>multiplayer
H3 > H2 > Reach > HCE > ODST (because Firefight is all it had)
Halo 2 was the most well rounded total package of the bunch. If I am playing exclusively mp I would choose H3 most of the time though. As for HCE I just always liked its campaign best for certain reasons. One thing I really liked about it was some of the levels seemed quite wide open not just in size but also how you can do the level. Something about its gameplay also felt as if it had more actual weight to its combat as well. Something that is lacking in later games.
Reach and ODST are definitely good in their own right as well. In fact I played way more Reach mp than H3. I just put Reach below it since its mp balance was quite crap and it had that weapon bloom issue. Too many launch maps also used the Forge World canvas as well. ODST was solid as an expansion kind of game but it should not have been a $60 release at its time. Firefight was quite fun but ODST's should have felt a bit more different to play than the spartans.
