Let him use his wings more. I know one of them is damaged, but that doesn't stop him from briefly flying for his ultimate attack. Let him make large hops in different directions using them, or do a flying charge.

He just needs damage literally anywhere in his kit. Make ult do a fuck ton of damage, make charged attacks with whirlwind chunk, increase the speed of steel guard pokes, something.
