Usually they're cheap pandering. This one is a perfect example of giving a character an outfit that doesn't fit the game's setting in the slightest.

Only a few games like Phantasy Star make sense including them as everyone wears whatever clothing due to protective shields being like a forcefield that entirely surrounds the user.
