Reminder that, in TF2, Valve deliberately adjusted the Darwin's Danger Shield so that Snipers not only
A) Have an item that prevents long-range flare gun skill shots from actually being properly rewarded
but
B) Also is meant to heavily increase Sniper's survivability in the CLOSE RANGE against PYRO, so that flanking and ambushing him was intentionally made less effect. This isn't speculation, it's explicitly mentioned in the patch notes
Sniper privilege is real

Unless a game has actual real life counter-sniper measures implemented, snipers shouldn’t be in the game.

They also specifically changed it because it was one of the only direct sniper counters in the entire game. Even sniper isn't allowed to counter sniper too hard.
Imagine how different the game would be if there was a functioning counter-sniper subclass.
