Kiryu is dumb, irresponsible, utterly brainwashed by Kazama, bummed by a troon and mad that one of his kids didn't want to get blacked. Mine is one of the most traditional characters in the series, he tried to bring back the old rules and enforce accountability. His death wasn't forced at all if you had ever witnessed somebody being unbelievably calm and one foot in another world shortly before suicide. He would have done it even if Daigo never woke up, he said he was waiting for the glowniggers to end it.
It also helps if you know anything about Nagoshi's family, because he personally wrote Mine. He ran away from his parents because they were utter subhumans drowning in gambling debts, then a whole career at Sega later he watched them spiral into dementia. Yakuza 3 was the only time he hinted at the way he felt about it when he was younger. The rooftop scene is ridden with mistranslations, basically Mine has an idealistic and noble notion of humanity, and after seeing the kind of shit he had seen, he can't be delusionally optimistic like Kiryu anymore. Conversely, Kiryu used to represent the much older Nagoshi's views on these things. Old people are just that pathetic, they more time they had to distance themselves from the past trauma, the more mellow, forgiving and preachy they get.
