I think they spell it out pretty well that Toreno is working with domestic organized crime groups to sell drugs so he can raise money foreign glowie shenanigans (the whole "We're the fucking pivot" spiel), just like the real CIA.

Maybe, but I've also seen some somewhat convincing theories that the Houser brothers are freemasons and that's why Rockstar's headquarters are in Scotland across the street from the first Scottish Rite temple. I still think he's just "in the know" and isn't a part of it, but who knows?

I like that Dan stuck with the theme in IV and V as well. It's interesting that Vice City doesn't really deal with glownigger conspiracy stuff when that a pretty big part of Miami Vice.

I always thought he was referring to like the kind of enthusiastic gun owner/prepper guy who's stocking up on guns and waiting for the apocalypse or for another civil war etc. Not referring to an actual literal organised cult but kind of affectionately saying "guys like us who believe in getting prepped with lots of guns".

I dunno if Rockstar intended it to be as big as it was, but the whole myth discussions surrounding GTA SA is a godsend for them. It made the world feel richer and not just having it as a backdrop for the main/side story of the game imo. Naturally they started to adopt that aspect for their games onward and people are up for it. Shame that no other open world devs bothered to do this sort of thing.

CDPR has, but not the same extent Rockstar has. They really were the absolute best to ever do the open world genre, but without the core writing staff there anymore (Dan Houser, Lazlow Jones, Rupert Humphries, Michael Unsworth) the worlds just won't feel the same. RDR2 was the last real Rockstar game.

Dan and Lazlow were the core writers of the series, and they've been gone since the end of RDR2. Dan specifically left because TakeJew made him rewrite the story multiple times because they wanted something more light and fun. He started his own company, which Lazlow joined a few years ago, and Rupert and Michael are both there now as well. Also, GTA VI's story still isn't finished, and they don't know how they're going to end the game. With modern video game production, you can absolutely keep writing, filming/animating, and editing all the way up the very release. They don't know how to finish the story, and that's why it was delayed.
