Yeah, they're checking for the transition between the binary states, like onPress and onRelease.

A user action of pressing a button could be interpreted as the full action of a press and an eventual release.
For N64 software, there's no in-between of the digital face button state.

Oh I see, they had to make up a new strange definition for a normal A press in order to justify using the 0.5 term. But that doesn't actually explain the motive behind the term. Is it really just that because the goal was to complete the game in as few A presses as possible, by using the 0.5 term, they could make the total number seem lower without actually pressing A any fewer times?
