No, probably not even top 3 KoFs. Characters have smaller kits then any prior entry and EX makes combos boring juggle fests. 98 is still king, probably always will be.

Graphics, if you look at XII and XIII up close you can see that in game character sprites took a significant hit in resolution in XIII.

It and 12 are the ones with the best animation, basically because they're the same game. The best KOF games would have to be some choice of the classic KOF 95-98 or 2001/2002 or 2003. If you're a 3D autist, I guess you can say the Maximum Impact games but that would just be lying (even if they're fun).
