dehya takes quite a few cons before she ramps up to having a usable kit if you want to on field her, mizuki is decent out of the box at c0, but has a pretty limiting playstyle. pick who you like more since both characters are niche.

Depends, Dehya works off-field but requires C1 to actually be able to deal some form of damage, while Mizuki is mostly restricted to an on-field playstyle but her damage is cheeks and she'll need C2 to be somewhat usable.
I'd say pick Dehya, but I'm also biased as she's one of my favorite characters + I have her signature weapon.
