If you like settlement building then yes, personally I didn't like environments/aesthetics, story, writing, factions at all.
Really, NV is the only Fallout game I like. Originals are annoying to play, F3 is jet induced fever dream of a setting, F4 is boring, F76 is live service shit (although, I can praise their environments and enemy variety at least.).

You create your character, have skills and points system in NV, so I would say it's roleplay game, even if with heave blend of action.
